Well as expected, the AR was refused same reasons as before. He couldn't provide second job hence second job papers were not complete, although we clearly mentioned in covering letter for main application and AR what are or were the reasons. Not been considered I believe. Now what to do what options ...

Just came back to forum after some time to update, I applied immediate after ILR for my wife's citizenship and she got the decision in four month. Now she is British citizen.

Update. Today attend the PSC Solihull, covering letter that I wrote covered the reason I was applying such as 196D and E. All the documents we properly indexed and copies were provided. British kids do not need to do anything more. Unfortunately she was given partner dependant visa as per R-LTRP 1.1 a, b and d, under immigration rules D-LTRP 1.2. It doesn't matter ! If you were a non-PBS work permit holder immediately before being granted ILR, then 196E, 196D should be satisfiable. Do check the rules. if she does satisfy 196E , then they may grant ILR under the rules. There would be no reasons for refusal under 196F . Child may also apply for ILR with her ...
