Suresh, a) You can sponsor your in-laws or for that matter any member of your family for as many times as you wish. b) They will not get a 10-year visa right away. Most probably it will be for a year or two. c) It's enough to say that they are family members coming to visit you. I hope this is helpf...

1. The location does not determine your chances of getting the HSMP visa. What does determine is your ability to score 75 points.

2. An obvious fact to find out is: are you able to switch from work permit to HSMP from within UK?
