Updated: UKVI sent me another Biometric Appointment using my US passport number on the form. USCIS reluctantly did not Biometrics, but only have I had to see the on-site manager who not very helpful. Biometric completed, awaiting decision.

Processing time is between 15-20 years. the reason is that each country is granted a limited number of visas for relatives. Preferences are for children (including those over 21 years old) before brothers and sisters.
