Updated: UKVI sent me another Biometric Appointment using my US passport number on the form. USCIS reluctantly did not Biometrics, but only have I had to see the on-site manager who not very helpful. Biometric completed, awaiting decision.

UKVI sent me an appointment letter for Biometric appointment within 10 days of my application. The appointment was at USCIS Application Support Center in Sacramento, CA. Processing time is between 15-20 years. the reason is that each country is granted a limited number of visas for relatives. Preferences are for children (including those over 21 years old) before brothers and sisters.
