Is it still valid for your return date? If so, it would function in the same way if you traveled before the ceremony. Until you have your certificate or Irish passport, this is the only proof you have to show that you're a permanent resident.

Yes there would have been an opportunity for the baby to qualify for Irish citizenship (should the parents meet the reckonable residence and other requirements). Unless one of the parents are either Irish or British citizens, their baby being born in Ireland does not afford them citizenship by birth.

Complain to your local TD. Show them how the 2023 applications are being processed in a few short months, whilst 2021 and 2022 applicants in many cases haven't even reached e-vetting stage.
