Hi, I hope you are well. I just completed the 60 months of stay on Stamp 1 + Stamp 4, and I plan to apply for a long term residency this year. There’s no harm in mentioning it. Enclose the receipt for payment and explain what happened. It’s a private fine, so as long as you can prove you’ve paid to and it didn’t proceed to court it won’t negatively affect your application.

I understand that with the new rule changes you can be out of Ireland for 70 days each year and that year would still count as reckonable residence. However, I am a bit confused about how you demonstrate this information during the application process. You have to fill out the Reckonable Residence ...

I'm not sure what kind of an answer you expect here, to be honest. You can apply, but you will more then likely be refused, as you didn't gain the qualified period.
