Other countries would be Egypt, Algeria, and Other Schengen Nations as my Visa is a France Only Visa

I am an Indian who is going to Paris for 3 months. Can I apply for Visa's in Paris for other countries or do I need to come back to the home country and then do the same.

its both D+C visa, Type C and Type D are different options.

The Visa form has a option of Type C+D Visa but the site doesn't mention about this kind of Visa. Can somebody tell me what are the rules and regulations of this visa and who is eligible for this ?
