There is so many pieces of legislations which have to be referred to - one is bound to miss some of these amendments!!!

The 14 year concession only applies to people who have spent the 14years having legal status. It appears that this guy has been an overstayer for 9 years 6months and therefore does not qualify for the 14 year concession.
