I also applied recently and was not asked to include my cancelled passport. Although, I took both passports(valid and cancelled) to avoid problems at the post office desk.

FYI, you can use any other NCS near you. You don't have to go to your local authority's NCS.

Also, the NCS fee varies between them, so best to check the fee aspect as well if you are looking around.
