For FBR it doesn't happen. It's only for ones gettign their cert via naturalization (in this case you do it at a ceremony).

You can just apply for a passport by post now.

Latest. Certificate arrived within a week of getting the Congrats email, so now off to apply for passport. Do they still require you to swear an oath of fidelity in person or can it be done remotely?
