I think you should contact DoJ again now and ask for EU4FAM for 5 years!
Send e-mail to Solvit also, they helped me very quicly however we were waiting 10 months for result.

1.she can apply straight from irish embassy in india, eu1 form
or she can get re-enry visit visa only and apply for eu1 here in ireland
2. if she gets her residence card eufam4 based on eu1 she can work freely
3. this should be issued for 5 years but depend on each case

ciara mc i do not know the statistics however as i know from 2008 you need permission from MoJ to get marry when you are illegal in ireland.

nobody cares, i rang after 6 and then after 8.5 months and operator on the line could not tell me anything! just like "wait couple of weeks"
