Hey I have a question. If the UK Border Agency has stopped accepting applications overseas would one be able to travel to the UK with all the relevant documentation and apply there? Switch from Working Holiday Maker to Tier 1

I have applied for a working holiday maker visa however I have a few questions:
1) When the 12 months are up what is the possibility of switching to Tier 1 (General) application and remaining in the UK?

2) Generally how long are the processing times for the Tier 1 (General) applications?
