You have to rent a flat before your wife could join you, you can show the Tenancy Agreement which could start at a later date before your wife really joins you, that gives the HO enough evidence that you already have setup an acco...

When the main applicant is in India, no need to submit accomodation proof. But you have to take care you show the funds necessary £2800 for main applicant, and £1600 for dependant applicant.
