Alternatively can I fill up (town, new state name) in the AN1 as place of birth even if the passport has (town, old state name) and get the current state name on the naturalization certificate?

To add some more context, this statement is from the guidance. Thanks for the reply. Yes my wife's degree's are from abroad. Also, to clarify again - though, I provided the PBS printout for the english language proof of my degree on Tier 1 extension and was accepted but I still have to provide the NARIC cert for ILR. This looks odd but may be this is how it is?...

I am assuming that I can still apply 28 days before 5 year completion even if I did not enter within 90 days of Tier 1 issue. I assume this was the reason you asked for the issue date. Correct?

It was issued on 19th November 2009 for 3 years and I entered 20 months after the issue.

That's a very good point outflak1. My wife (being a housewife) will not have such earnings of £18,600 to sponsor me. I think this pretty much shuts down this option of only my wife and child applying for the citizenship and me joining them later on on visa.

When I made the comment about only my wife and my kid applying for citizenship, it was about me not applying for the UK Citizenship at all and let go the ILR. That's the exact problem, which I am confused about. I will be paying taxes on my salary in the US ( at source) as I will be on the US Payroll.

Is paying taxes in UK required to apply for citizenship?
