It does. Appendix A of the immigration rule is amended to include genuine earning test and both T1 (G) extension and ILR sections refer to Appendix A for points scoring.

Just send the application in before the amended rules laid before parliament. As the High Court ruled the interim limit is illegal, technically there is no limit in place today (if the government is not appealing or the court of appeal upholds the decision)

The first early extension will result in shortfalls of the 5 years qualifying period for ILR therefore a second one is necessary.

I suggest to extend the visa twice before Apr to avoid any uncertainty. The first extension will be decided according to 3+2 rule in 2009 and then the second extension will be decided according to 2+3 rule introduced in 2010. So you'll end up with a 3 years extension.
