tier 1 similar to IGS is allowing you to leave and stay in UK to live , work or do whatever you please. it's a work permit , it really doesn't matter what work you do.

I graduated Oct 07 , I am holding IGS visa expiring Jan 09 , need to transfer to tier 1 post study now.

Any ideas when I should apply? Oct ( within 12 months of graduation) or leave it before my visa runs out in Jan?
