I will suggest your husband to give GESE Grade 5 Speaking and Listening exam which is approved by UK border for ILR. Its just 10 mins speaking and listening exam:

Yes, providing you had qualifying leave throughout and meet the other requirements. Thank you very much for replying. It means I can apply 28 days before first entry clearance visa stamped date (9th Feb, 2009) and there is no issue. Please note that I first entered into UK on 6th March, 2009! Thanks
