there is no residence certificate for the EU citizen in ireland. Permanent residence certificate EU2 is issued after 5 years only.

if you are already in ireland and are exercising your EU treaty rights in ireland, then your spouse can apply for a join EU spouse visa (or something like that).
But your spouse will definately need a visa to come to ireland.

that rule applies to everyone, where at least one parent is not Irish or British. Meaning, if one of the parents is e.g. French or Latvian, they have to prove residency in the state for 3 out of 4 years before their child born in Ireland qualifies for Irish citizenship.

if you want to move to another EU country, EU national has to travel as well. EU national has to exercise EU treaty Rights in the new country and then the non-EU spouse can apply for a residence card.
Basically, if you move to another country, you start the whole process again from the begining.

non EU children do not have to register with GNIB until they are 16. Therefore, a temporary stamp 4 for 6 months is not issued to kids, as they do not require to register with GNIB anyway... once they are granted EUTR, they do not require re-entry visa.
