I would guess that your wife will be getting the remainder of her 3 year stamp on her passport, ie 1 year. the next wave of the renewals of IBC05 scheme would be in 2010. there are no provisions in place yet as to the renewals as it is still plenty of time till then.

This link explains the Business Permission requirements. There are some categories excluded, but LTR is not one of them.
LTR should be on the list of the excusions. If you want you may contact Business permission section and advise them to include it :)

I think it's a good idea on INIS part. there is no need for someone to study English language for 6 or 10 years...
