Let me clarify few things... This cost was for a person coming to UK on Tier 1 for initial few months, when he is still finding a job. Even if the payslip is generated automatically, if it is on company headed paper you do not need stamp / signature.

I got my Tier1 without any stamp /signature.

Not sure about this. So far what ever I have seen for past 3 weaks, it seems the timelines are applicable to all applicants.
As I have not noticed any difference for people appying in UK or India

During the week commencing 22 December 2008, we expect to be considering applications that were received on or before 10 December 2008.

- No entry clearance or re-entry in UK is required after switching within UK to Tier 1

Also is there any mail ID or phone number where we can contact UK BA home office?
