Can you use STAMP-4 instead of a re-entry visa ?

TIMATIC now says for flying back to Ireland Visa required, except for Holders of a Residence/Re-entry Permit issued by Ireland (Rep.). before they only accept Re-entry visa. When did this change ? And is there a new STAMP-4 because ours is just a ink print, that looked nothing like a permit or visa

Can the non EU spouse apply for EEA residence card even his spouse is not working.

its a Chicken and egg situation, the non-EU spouse must be working for the EU spouse to be classed self sufficient.
If he is not working, she is not self sufficient.

Am I making this more complicated than it is.
