When asylum case considered concluded?

I have been reading topics on this forum for a long time now, but it's the first time I want to ask you some help. I have recieved a letter from the Home Office saying that my case is concluded and that's why they wouldn't consider it under Legacy Casework Programme. I am here 8 years as failed asyl...
