covering letter for PEO ILR applications

Hi there, Is there is any requirement for writing a covering letter if you go for a PEO ILR appointment? I have prepared a file with all my supporting documents and was wondering if these should be explained in a cover letter at the beginning of the file. Any suggestions will be greatly appreciated....

I think nothing will happen with next two weeks. We may start getting some news from week starting 12 January 2009. 3 weeks of doing nothing!
