You are not supposed to claim child tax credit. If someone has told you that you can, then they are wrong. You have to follow the UKBA guidance and not what some child centre says. Not everyone knows the implications of benefits on people who are under immigratin control. So better stay away from it.

They can be registered as British Citizens at discretion, not guaranteed though. If your husband was posted in India and employed by a British company at that time, then you might have a good chance.

Any retention of rights will be based on your wife "exercising treaty rights" during the specified period of retention of rights. What you were doing or what your are going to do in future is irrelevant.
