On my passport, I don't find any refusal stamp. I have found this stamp "Visa applied for on dd/mm/yyy CG Germany, Chennai D". That's it and nothing more than this. Is it same as refusal.. AFAIK, when you apply for a visa, the embassy put that stamp on your passport before considering you...
