you can apply for eea1 for her and eea2 for you if she's worked one full year or if she's a full time student even if not working,or apply for fmrs if your partner worked less than one year and working at the moment.

i remember we called the ho about my wife's application after 7 monthes,they confirmed it was processed ,in 16 dayes we recieved all the documents back, which means in your case it's time to start complaining

unfortunately i don't have his phone no, but i know the whole process (including eea2)didn't take more than 16 months, anyway legacy application takes less than 6 months once it gets under construction, as they have to sort all of them out by 2011,

thy asked me for the same stuff and i had nearly the same problem as you , i didn't have all of them so i sent all what i had like college letters, dvla,bank... as my solicitor adviced me

the worst people on earth are the officers who deal with asylum applications. if he can do anything away from them let him do it. if he's gaven his finger prints then i think the best way will be to wait for some time then apply for COA to register your marriage
