My 2 cents worth... Virtually no limits either way. If you are eligible for both (I think so), then get both. You never know what will happen with citizenship laws in the future. That does seem odd, maybe they check self employed people a bit more than others regarding finances?

Did you write to them or did the letter just arrive without any request from you?
My guess is that you might have about 4 weeks to wait, if it has gone to the minister for a decision, as they seem to indicate.
