You will be ok ifyou move to another country, but you must send in a Change in Circumstances form in order to notify DIAC about your change in address. From my experience, give them as much as you can.
Photos, letters, cards, emails, phone bills etc. and most important, statuary declarations from friends and family. You can not give too much!!

If you are in canada as a visitor, then you must apply in india.
If you are in canada as a student or resident or on some type of long term visa, then you can apply in canada.

My advice to you is visit or call the australian embassy in canada and ask them.
