A UK Residence Card, endorsed as "family member of EEA national", is given to an eligible person who has submitted form EEA2. It takes 6 months to process (theoretically). I've had a look at the form. As I see, this is applicable for non-EEA spouses of EEA citizens exercising treaty right...
