My friend had few speeding tickets, even had to take special course to avoid points - but still he faced no issue for ILR.
Not suggesting that you start speeding through all cameras and so on .. YMMV :)

I called up UKBA again today. This time the lady who answered call confirmed that if applicant holds degree taught in English, it will be accepted - provided a confirmation from UK NARIC is attached to application.
