Is the utility bill/council tax mandatory as per immigration rules? Do they ask it anywhere in application form? Looks like UKBA is now issuing Biometric letters 12-15 days after the acknowledgement letter/Payment debited date. It was around 30 days until very recently, but given that they are opening 100 odd post offices for Biometrics, they have accelerated this. Not sure if your application will be processe...

Banker's draft should be good enough. You don't need to re-apply, just wait n watch. Don't bother too much as this process is slow and it has even slowed down now due to the last minute rush before Fee rise and also due to the fact that UKBA would be busy with visa processing for Olympics 2012.
