Visitor Visa - Email from UKVI Decisions

Hi there, I have recently received this email from UKVI Visa Decisions <UKVIvisa.decisions@fcdo.gov.uk> regarding visit visa outcome for my mother. As far as I am aware UKVI doesn't send decision out in email. Has anybody encountered this? I have not opened the attachment as I think this is Spam.

Thanks for the prompt reply.

Is it not possible to use my existing IHS reference number if my new CoS is valid until 08 Nov 2024 (expiry date of current CoS)? Isn't there any way for the system to check this?

Why did you say it is not guaranteed that IHS will be refunded?

FRC doesnt need to be attested. Its an official document by Nadra. FRC can not be used as a birth certificate. You need to get birth certificate or get child CNIC from Nadra. There is a question in the application form on applicant's UK Address?

If I put address of someone I know in the UK, do I need to provide an evidence from them confirming they are offering me a place i.e. a letter?

Do i then also need to share their job details, pay slips, etc?

I had hoped that someone would reply with a definite answer to my question. Is it better to apply for personal and dependents visa altogether, or is it better to apply personal visa first and if it is granted, then apply for dependents visa? My brother is planning to come to UK for a visit visa for 5-6 weeks.

His both arms are amputated, so We are not quite sure what will happen with his biometric details (fingerprints)?
