You do not need to disclose any earnings while applying for PSW. So I can't see it being a problem. Do ensure though you keep to 20 hours a week unless you have finished your course.

As far as I know, it is immediate for an A-rated sponsor. It is the sponsor's duty to make sure that the applicant is eligible for an unrestricted COS.

As far as I know most hourly rates published were based on a 37.5 hour week so assuming you are on a 35 hour week 27000/52/35 = £ 14.84.. if you pro rata this to 37.5 hour week it would be £ 15.89 as your hourly rate.
