If you have lost your P60, then it is worth contacting your employer and asking them a copy of the P60 for that particular year. Get the copy attested by them. I think there is a difference between council tax benefit and discount, you just got a discount of 25%(or for your friend), in any case, i dont think council tax is a criteria for ILR, they wouldnt ask where you lived all 5 years and whether you pay council tax for these years or not.
