If you have lost your P60, then it is worth contacting your employer and asking them a copy of the P60 for that particular year. Get the copy attested by them. Otherwise, take your P45 to show the earnings from your previous employer for that period. Actually my employer havent got the copy of p60 ...

If she has been living with you in the UK for at least two years and on a dependant visa, etc., then she may apply for ILR with you. I think thats when she applies individually. I think there is a difference between council tax benefit and discount, you just got a discount of 25%(or for your friend), in any case, i dont think council tax is a criteria for ILR, they wouldnt ask where you lived all 5 years and whether you pay council tax for these years or not.
