Hopefully you will get a positive response. The date stamp on your visa letter is a proof that you would have included it with your application. Moreover they can verify it from your university.

I don't think that the ban is imposed on you mainly because of your previous application although it might have been taken into account. In latest application did you provide them the complete scholarship documents? and on what basis did they refuse your case? The 10 year ban is applied on those app...

The application requirement is quite straight forward, it should either be in applicant's account or his parents'... No siblings or other relatives.

Well, under the previous immigration scheme you just had to inform them, but under the new Tier's system you have to make a fresh application.

If you converted the euros into pounds correctly and have mentioned about your previous refusals then there is no chance of getting refused again. LCA ( if its London College of Accountancy ) is a good and reputable college. So this time your case is quite strong.

Sunil, Im afraid you still have to show that you can meet your accommodation expenses BY YOURSELF as it is a requirement to obtain 10 points. And IELTS is still necessary although its not a requirement. Failure to meet these requirements can get ur visa application refused.

I think you should get an extension letter from your university and email that to the visa section. This will reduce the chances of being refused again in admin review as your course has already been started.
