Got my cert today, took exactly 5 weeks for me. So it does look like they do keep by their 4-6 weeks time frame now.
Sent it all of today for my passport.

Long Term Residency

So, here is my timeline:

Applied 1 December 2007
Ask for updates stamps/GNIB cards 24 August 2009, sent in same day.
Got approval letter 6 October 2009, sent €500 same day.
Received formal letter of approval today, 13 October 2009.
