On my kids Pakistani passports, I don't know if I as their parent can sign on the page which has the space for the passport holder's signature. My kids are 11 and 6 year old.
A 9 on page 28 of Set (O) refers to putting extra information about income on the covering letter. It seems they do read it when you give one provided it is giving extra information to clear any ambiguities.
