As far as I know if you have worked in the UK and you are from Poland, the WRS certificates are required for the A8 nationalities when applying for the BC.

You do not need to formally apply for permanent residence as this is a status that is obtained automatically but you still need to have it for at least 12 months before you can apply for naturalisation.
