First of all congrats on getting your ILR.

I am sure you are right but it's really confusing me. if you check the latest SET(O) guidance, it says there as well on page 7 under Documents section.

What are your thoughts on that?

School said that local council is funding those extra hours but as you expect NHS is involved and they have full visibility of how much extra care the child is getting at the school. You don't need to pay consultant to do invoices for you. There are number of software online. Just search google for that. Invoice summary is different and you need Accountant to do that for you

Ineligible for ILR

You can apply within 28 days after your visa expired but you won't be eligible for ILR because one of the conditions for ILR is that you have not overstayed your visa. Seniors please correct if wrong
