Hi Any application made after december 14 should enroll biometric as part of the application process. You will be issued your BRP instead of Vignette in Passport. So the answer is YES. I am also in same situation. I Rang UKBA help line. they will accept Visa debit Card for the payment. As mentioned by sharbt_hvr Delta is old name for Visa Debit Card.
