In my opinion, the 10 year ILR is now your best bet. But that's just my opinion. It's too bad you didn't know about the salary shortfall before the ILR PBS app.

The spirit of this rule for referee is that one knows you because of their professional relationship with you. They can certainly be friends with you as well.

As long as there was no deception or other violation used to acquire the Tier 2 visa, which they will look into, then an ILR refusal will have no effect. You were not breaching immigratioin law. You moved back to the UK with the intention to live, which you've done, and likely stated that's what you were doing when you returned. As your children were born in the UK, they will become British citizens otherwise than by descent and they can/will pass on their citizenship to their children no matter where those children are born.
