Today it seems UK Govt has declared that spouse need to pass English Test before joining partner in UK or marrying UK Citizen. Does this hold true for a dependent visa application for Tier 1 PSW? My wife will apply for PSW dependent visa from home country.

e.g. my ICT Tier 2 expiry date is 30th November, can I apply for PSW dependant before 30th November from Home Country?

I am currently in Tier 2 ICT visa and my Wife is in Tier 4 visa. She will be applying for PSW. Can I switch to PSW dependant from Tier 2? Can I do it while in UK or I will have to go back to my home country?

The rule says that your husband need to file his dependant application from India, it does not matter if "you" are in UK or in India since you have already got your PSW Visa
