No. She should show her bank statement with enough money (£533 per month in London and £400 per month in other cities) for a consecutive 28 days in a statement which is not older than one month. Nothing else.

I saw a case for Tier 4 in Tehran and the applicant submitted joint account with his sister and accepted. Guidance is very clear about it.

Another point, never trust the answers you get on the phone and always send them email or write them letter. The people who answer the phone do not know anything.

It depends on the bank. HSBC issues statement as you requested and posts them to you which will take up to a week. Then, you could apply.
