There's been no law change. Citizenship is not a type of visa. Proof of English has always been required. Even for settlement on domestic route its been required. Do you have that in writing and did they actually understand that you have a residence card? I called them so I don't have it in writing, i mentioned the UK residence card several times. The adviser responded by saying that it doesn't matter as long as i got a non-EEA passport I need a tourist visa...

Obie, thank you for your advice!

The refusal of my EEA family permit had been reconsidered and the decision was overturned by the ECO! ( it took aprox. 6 weeks from date of refusal) My wife and I currently in the UK !
