never heard of the terms "activated" & "deactivated" in this regard. As far as I know if you cannot continue your studies for any reason and leave the UK then you have to re-apply with all supporting documents. They will treat the new application on its own merit.

if u can get hold of a bank statement with required funds for 90 days at the time of your application from overseas, then u still have a chance to defend ur case in the courts.

if the points based calculator is giving you points for your degree then you don't need the letter from NARIC. Make sure that you are getting 10 points for english using the same degree. One more thing, if my degree is listed in Point calculator, do I still required to get certificate from UK Neric ...

As per their website, NARIC does not do "attestation"of qualifications from UK institutions.
as per their verbal confirmation, they will do the comparison of PGDs & PGCs from UK listed bodies.
