Hours really doesn't matter. If you have 16 hours minimum p/w , that's fine. Dont worry about that. And dont expect any reply from DOJ before exact 6 months. They always leave it on last day. I got mine approval letter 2 days after 6 months over.

You can apply for Permanent Resident (EU3) six months before you 5 years 4EUFAM stamp expires. But for Naturalisation you should be in Ireland for 5 years (1826) days including your Temp Stamp 4 & 5 Years 4EUFAM stamp.
