British citizens are expected to pay overseas fees if they have not been resident in the UK for the past 3 years. The individual universities do seem to have some flexibility so its always worth contacting them, but no guarantees and it does seem to be easier if you are doing a less popular course.

Just to mention - no work permits any more. It's Tier 2 skilled worker. You would need a masters to qualify for T1 General.

Significant changes aren't defined as far as I could see and it also doesn't say what happens if there are changes. But the sponsor's licence stands to be withdrawn if the salary stated on the COS isn't met and failure to meet the salary on your COS is something that is given as an example of abuse ...
