Given that, based upon what you have posted, you have not done anything wrong, it follows that it cannot possibly have an impact upon any application made by you. When you hear again from HMRC I suspect they will say something like ... if you want the cigarettes it will cost you £x, and if they do...

Driving without license is not a minor offence. The caseworker guidance makes it clear that its one of the offences that CANNOT be disregarded while considering an application for naturalisation. Per UKBIA website - "... Please do not send us your application more than 28 days before the end of your qualifying period. However, you must make your application before your current permission to stay in the United Kingdom expires." Based on this and if I am not mistaken with the numbers...
