I am assuming that the person has 7-8 years experience, as he is a technical manager in India. The guy is earning a decent salary in India - so the opportunity cost of moving out is a bit high. I had moved from US to UK in 2007 after I had exhausted 5 years on an L1B in US. The larger question you need to answer is if your move to US or UK is a permanent or a temporary move.
