Help in filling EUTR1 form

Hi

I am trying to fill the EUTR1 for my dependent parents and stuck on this question 1.61



Even though I pay for all of the expenses, should the applicant (my parent) answer as No? or Yes and then detail the cost and put my name under "Who Pays" column?

Applying for UKRC after failed EU1 application

I tried to search the forum but could not find a similar post.

I wanted to know if one has failed to get the Article10 card (i.e. failed to secure resident card under EU Treaty Rights) can they still come to UK and apply for UKRC?
