Apply on 16 April, send by Special Delivery and save receipt of SD. Do not apply on 17th - too risky. You should be fine, no way they would decide so quickly.

No the earliest you can apply is 3 months before your course starts. See para 24 of the Tier 4 policy guidance. Once you are granted a Tier 4 visa your PSW visa will no longer be valid. there are many universities who runs academic year from February .
